On February 18, 2026, the Canadian government dropped some massive news. Immigration Minister Lena Metlege Diab announced huge changes to the Express Entry system. The goal is to "take back control" of immigration levels.
If you are working hard for your permanent residency, you are probably stressed. Many people woke up to find their plans completely turned upside down.

The Big News: The "One-Year" Rule Change
This is the biggest pain point for most newcomers right now. The government changed the minimum work experience required for targeted category draws.
You now need 12 months of full-time work experience for category-based selection. You must gain this experience in the last 3 years in an eligible job.
Previously, you only needed 6 months of experience. This change is shocking.
People who thought they were eligible yesterday must now work another 6 months. If you only have 6 to 11 months of experience, you cannot participate yet. You must keep working until you hit that 12-month mark.
The 3 Brand New Categories for 2026
IRCC wants to focus on highly skilled workers. Because of this, they created three brand-new categories for 2026. Fitting into one of these groups increases your chances of getting PR.
1. Medical Doctors
The government desperately wants medical doctors with Canadian work experience. They already held the first draw for this category on February 19, 2026.
The CRS score was historically low at just 169 points! This is amazing news for foreign doctors working in Canada.
2. Researchers and Senior Managers
Canada is looking for leaders and innovators. This category targets researchers and senior managers.
You must have Canadian work experience in specific fields. These fields include construction, transport, production, health, and education.
3. Skilled Military Recruits
This is a very specific new category. You must have a job offer from the Canadian Armed Forces.
You also need 10 years of foreign military service to qualify. This includes roles like military doctors, nurses, and pilots.
Returning and Retired Categories
IRCC kept several popular categories from last year. However, they also removed some entirely.
What is Staying?
The government will continue to hold targeted draws for these returning categories:
French-language proficiency
Healthcare and social services
Education
STEM (Science, Technology, Engineering, Math)
Transport
Trade occupations
🚨 Warning for Cooks: 'Cooks' have been officially removed from the Trades list. If you are a cook, you no longer qualify for the Trades category draws.
What is Gone?
The "Agriculture and agri-food" category is completely gone for 2026. If you work in this sector, you must find a different PR pathway.
